What is the Highly Skilled Professional Visa? A System Supporting Foreigners’ Careers in Japan

Japan has introduced the “Highly Skilled Professional Visa” system to actively accept highly skilled foreign professionals with the aim of enhancing international competitiveness and promoting economic development. This visa provides preferential treatment in terms of residence status to foreigners who meet specific conditions, supporting their career development in Japan. If the total points exceed a certain threshold (70 points or more), the applicant is certified as a “Highly Skilled Professional Category 1.” Additionally, if the points exceed 80, significant relaxation of permanent residence application requirements is applied, allowing for permanent residence application in as little as one year, often referred to as the “Japanese version of a Green Card for Highly Skilled Foreigners.”

The point-based system includes the following criteria:

  • Educational Background: Holders of doctoral or master’s degrees receive additional points.
  • Work Experience: Applicants with over 10 years of work experience receive additional points.
  • Annual Income: Points are added based on annual income, with higher incomes resulting in more points.
  • Japanese Language Ability: N1 holders of the Japanese Language Proficiency Test (JLPT) receive 15 points, while N2 holders receive 10 points.

The “Highly Skilled Professional Category 1” is divided into three categories:

  • Highly Skilled Professional Category 1 (A): Specialists in academic research or education.
  • Highly Skilled Professional Category 1 (B): Professionals who utilize advanced knowledge in natural sciences or humanities.
  • Highly Skilled Professional Category 1 (C): Professionals leading economic activities, such as business management.

Applications for the Highly Skilled Professional Visa are processed at regional immigration bureaus. The main required documents include:

  • Point Calculation Form: Documents to prove the applicant’s points.
  • Evidence Documents: Certificates to verify educational background and work experience.
  • Letter of Recommendation: Sometimes required from the employer.
